97+ header panel light wiring question, turn signal.

OK today I got around to upgrading the header panel on my truck. I wired it in with the information that I had, posted here: viewtopic.php?f=2&t=18186

now when my parking lights are off the side and lower turn signals work fine. when I turn on my parking lights the side marker works fine but the lower parking/turn light stays on constant (dims a little) and the same happens with headlights on.

is this something that I could solve with a new flasher in the fuse panel? or is it going to require some rewiring?
