steering column

I have a 88 comanche 2wd non tilt steering column I broke the steering column down to the lock cyylinder. There is like 4 bolts that hold the shroud on there small like 5/16 I think does anyone know the torque to those?

 

I noticed if I make them to tight then I cannot turn the key to start and its real hard to turn at all unless I back them off.
