fixing rust around bed wheel wells

Another newbie question, but here goes:

Is there a link for the procedure on removing and repairing typical MJ rust around the wheels on the bed??

Do I just take a rotozip and cut the metal, then weld some piece into it??

Where do I get a replacemnt wheel well?
