Shocks on SOA

Hi! Okay, I've had 8+ Cherokees and had a Comanche before but it was SUA. I picked up an 87 4.0l auto 2wd long bed for $364. But THIS one came on stock tires and SOA leafs. The shocks were blown so I took them off and measured them and they measured 12"-18". I got new ones which measured 13"-21". They still bottom out on the right side x.x is this just a bad spring or am I running too big of shocks which is what I think the problem is cuz the leafs don't seem too bad. I was thinking since they swapped from SUA to SOA and probably used the same shocks that they are just in general too long at 12" compressed. Any suggestions, tips, tricks, or ideas?? Any help appreciated!!!

 did they weld on new perches or just swap in an XJ axle?  XJ perches are closer together than MJs and that can do weird things to the suspension.

And this is already my second lol unfortunately not at the same time x.x I wanna get an XJ to beat up as I slowly rebuild the manche! I wanna do the AX-15 swap, Dana 44 w/ a locker (not sure which one to go with yet) and leave it 2wd cuz I live right next door to Pismo!!
